No height threshold is given on the page; the City's deck guide (last edited July 2017) defines a deck as an unroofed, unwalled structure abutting a dwelling with at least 0.6 m (1.97 ft) to finished grade below.

Other local rules worth knowing
The 2017 guide says RS-zone principal buildings may not exceed 18 m in depth, but 'uncovered decks extending not more than a combined total of 4 m' may exceed it, and a professional engineer may be required depending on site conditions. Properties within 50 m of a watercourse may need a Watercourse Development Permit, and permit fees double if work starts before the permit is issued.
